For small sellers shipping goods abroad through Etsy, Amazon or their own e-commerce site, Turkey's micro-export procedure offers a simplified customs exit process via PTT or authorized courier companies, without needing a customs broker. That simplicity doesn't remove the transaction from the legal definition of "export" — so the VAT exemption and refund right that apply to standard exports apply equally to micro-exports.

## When Does Micro-Export Apply?

Micro-export is a simplified customs declaration process for shipments under a certain weight and value threshold, handled through PTT A.Ş. or authorized courier firms. Because those thresholds are periodically updated, we recommend confirming the current weight/value limit with your courier and with us before shipping.

No customs broker is required under this procedure — the courier company generates the electronic export customs declaration (ETGB) on your behalf using your shipment details. This document is the legal basis for your VAT exemption.

## The Condition for the VAT Exemption: A Documented Exit

The VAT exemption on exported goods depends on documenting that the goods physically left Turkish customs territory. Under micro-export, that document is the ETGB. Simply issuing your sales invoice VAT-free (under the exemption) isn't enough on its own — the ETGB must match the invoice, and the exemption must be correctly declared on the relevant line of your period VAT return.

A mistake we see often: a seller issues a VAT-free invoice knowing the buyer is abroad, but doesn't obtain an ETGB from the courier, or the shipment details (buyer address, product description, value) don't match the invoice exactly. In that case, the tax office can reject the exemption and retroactively assess VAT.

## How Is the VAT Refund Claimed?

For export transactions, you have the right to claim a refund of VAT you were charged during the period but couldn't offset. A refund can be claimed through one of three methods:

1. **Refund against collateral:** faster, but requires the cost of a bank letter of guarantee.
2. **Refund via a sworn financial advisor (YMM) report:** no collateral needed, but preparing the certification report takes time.
3. **Refund through a tax office audit:** the audit process itself determines the refund; this is the slowest method.

Which method fits you best depends on the size of the refund, how urgently you need the cash, and the cost of collateral or the YMM report relative to the refund amount.

## Common Mistakes That Delay Refunds

- A mismatch between the invoice amount and the value declared on the ETGB
- Foreign-currency payments from the buyer that can't be matched against bank records
- An incomplete or incorrect list of the deductible VAT (which expenses it comes from)
- The ETGB not being filed on time or not obtained from the courier company
